David Healy, President
Mr. Healy has over 30 years experience in environmental management,
program management and geographic information systems at the
local, state, federal, and international levels. He is a Vice
President at Stone Environmental in Montpelier, Vermont.
He leads the company’s efforts in providing Geographic
Information System (GIS) services. He has participated in many
diverse GIS projects in many states and internationally, and
was instrumental in starting the Vermont Geographic Information
System. Prior positions have been with the Vermont Office of
Policy Research and Coordination; the Physical Planning Office
for the Commonwealth of the Northern Mariana Islands; and as
Community Planner with the U.S. Environmental Protection Agency,
Region IX.

Richard Sedano, Secretary
Richard Sedano is a
director with the Regulatory Assistance Project (RAP)in Montpelier,
VT. RAP advises state and national governments
on energy policy. Sedano joined RAP in 2001. Sedano was most
recently with the Vermont Department of Public Service, where
he served as commissioner for nine years, and in staff positions
for seven more. The VDPS represents utility consumers in all
regulatory matters, and is the state's energy office and consumer
advocate. Sedano served as chair of the National Association
of State Energy Officials from 1998-2000. In addition his service
with the Green Mountain Institute, he is currently a member
of the Advisory Committee to the ISO-New England Board of Directors,
a member of the Board of Directors of Northeast Energy Efficiency
Partnerships, Vermont, and the Vermont Telecommunications Advancement
Council.
